Yes, but they don't have a good reputation. I've never actually seen one and any I've heard of are in the worst neighborhoods. However, I have heard that this is very common in places like Japan for people to take naps during the day.

Yes, they are called "hot sheet hotels". But be careful about mingling with or being mistaken for the balance of the clientele.

Sure, if you rent the room you can stay or not as you like. It used to be called catering to the hot sheet trade when I was a kid.
