Spots on tongues are simply deposits of extra pigment, like birthmarks and freckles on people. Some breeds are more prone to have them than others, German Shepherds included... as well as mutts and about 30 other dog breeds.
Excerpt... There is a myth that chows are the only breeds with black tongues, and
that if the tongue has black spots it must have chow heritage. This is not
true. Everyone in chows knows the standard comment--if the dog has a black
tongue, then it is a chow. We also hear the comment that if it has
pink spots, then it is a mix. If only it were this simple! Black spots on
the tongue in no way indicate whether the dog is a chow or a chow mix
unless that tongue is attached to a dog that looks like a chow. There are
many, many breeds that can have black pigment on the tongue. Some can have
large spots of black pigment, and sometimes they may have almost solid black
pigmentation on their tongues. So, if a black pigmented tongue is attached
to a dog that does not look like a chow, then it is probably not a
chow. Also true is that not all purebred chows will have solid pigment on
their tongues. Even the best of show breedings can produce chows with
incomplete pigment, so we certainly should not discount a rescued chow with
a spot or two of pink. The following is a list of breeds known to have purebred
individuals appear with black pigmentation on their tongues.

A lot of dogs have black spots on the tongue, google it and you will see thousands, and many breeds and mixes can display this trait, it does not suggest that he is mixed breed, and it most likely is just pigment, but, without wishing to alarm you, these spots could be a symptom of underlying illness. As he is a german shepherd, and male, the spots could be indicative of a disease like hemophilia, (blood clotting disorder, which leads to uncontrolled bleeding from even minor wounds.) if he is pure breed, and his breeder was a reputable sort, his parents should have been screened for hemophilia, and so it would be unlikely, but if you are not sure about health screening, call up the breeder ask if sire/dam were screened and free of genetic hemophilia, and even just for your peace of mind you should call your vet for advise. In the mean time, google image for dog tongue spots and hemophilia / diseases and do a comparison, it might be nothing, or something very serious so look into it

Many german shepherds have a black spot on their tongues. Nothing to worry about, they're born with it. I'm not sure if it can be traced back to a certain dog or not, but I would guess not. The spot is acceptable in German Shepherds.

no chow, the dog with a lot of wrinkles also has a purple tongues or what is called a blue black tongue. some times a dog will have black spots on the tongue

having black on the tongue is not the sign of a certain bread of dog...
A black spot on your dog's tongue doesn't mean anything at all - especially not that it's not a purebred dogs. It's an old wives tale that all dogs that have black spots must be "Chow mixes", or some such nonsense. All it really is, is some extra black pigment.

A lot of dogs have some black on their tongues. I have a black shepherd with tan paws and markings and he has a spotty tongue

My dog was a yellow lab with a black spot on her tongue. The vet said she was part chow.
