Would a girl say "I love you" to a guy she had no interest in at all?

When a girl says "I love you", tells everybody that your her "best friend", and acknowledges you every time you happen to pass by her, what does it mean? I like this girl, and I'm almost 100% percent positive she knows that I like her, but I don't know if she likes me. She's also very outgoing, compared to most girls. (I'm in high school.)

a girl can love you but not be in love with you. But you know what? Sometimes the best relationships are between friends who love each other and then fall in love. Give it time, if she's in love with you she will show you.

i wouldn't get too discouraged. If she says she loves you and admits you are her best friends, then she most likely likes you too. Sometime us girls like to do stuff like that. So if i was you i would speak to her about it, i mean, would you rather keep going an not know the answer? She is most likely waiting for you to ask her out, especially if you think she knows you like her. Some girls don't like to do the asking out, so she might want you too. Give it a try, it will all work out. and if it doesn't at least you know she is the type of friend who will still be there in the end.
