I don't think it's too early. Although, he could just be trying to be a gentleman, rather than attraction. You need to find out a way to tell which one is driving him to be so nice.

The question you must ask yourself is why he hasn't tried to touch or kiss you after 3 years. Maybe you haven't signaled him that this is ok. Guys predominately are chicken to make a move on someone they really care about for the fear of rejection. He is waiting for you to open up to him and make a move. The best thing to do is flirt with him if this is what you want. Too early? No! You may have cascaded into the "friends zone", which is hard to break out of because both of you think about jeapordizing your relationship as it is just fine right now. My advice is to act early if you are attracted to someone.

First make sure he is not gay, or have a hidden girl somewhere..
Second make sure this is his real face, many guys are the Wonderful Price just to get to your pants, but that's up to you when to give up in that department. But if you want something serious with this guy make sure he is fro the long run and not just for one night stand.
If he is just shy then make a move, let him know you are available, or just ask him out yourself. But be careful 3 years of "casual" friendship doesn't mean you know him, you don't realy know his real face, may be there are things that will turn you off once you realy get to know him.
