There is nothing you can do to MAKE her say yes but you can persuade her to say yes by being yourself and the best friend that she has known all along

Nothing, either she wants to or not. Don't ply her with tickets to a concert or anything else. She sure doesn't sound like a best friend to me. Find new friends and ignore the pretentious one.

Nothing, she doesn't feel the same way you do I think that would have been obvious when she said no. She doesn't want to ruin your friendship, do a her a favor and never bring it up again. Good luck!
