I was born on a military base in Okinawa, Japan. Feb 10. So Feb 10 I turn 18. But, technically it was still Feb 9 in America, where I live now. So Feb 9 if I try to buy cigarettes and pull out my military ID thatb says I was born on the other side of the world and I am 18, by a technicality you think it would work?

No technicality to it to exploit.
Your answer is NO you cannot buy. You were born on the 10th. and where you are trying to buy it is the 9th. It don't matter what day it is elsewhere. even if you were born there 18 years ago. it matters where you are now.

If you grew up in the US and in Japan, and saw what tobacco does to people in those two countries, and you STILL want to buy cigarettes, then while you might have been breathing for 18 years, technically you have the common sense of a 3-year-old!
