Mine do this all the time. I have had tattoos since I was 17 and I am now 34. I have 5 of them.
The reason this happens is because of stress. I can be regular stress (like youre stressed out about an exam or about life), or it could be your body reacting to another kind of stress (like a food allergy).
Your body is trying to 'push out' anything that is foreign to it, such as tattoo ink. I have had my tattoos for 1/2 my life, and still to this day if I'm really stressed out, certain colors will raise up and become 3-d. For me, its usually the green and blue colors.
This will always happen when youre stressed out or your body is trying to push out anything foreign.
Its totally harmless, so dont worry about it. Sometimes mine will be puffed up and I wont even notice it until I accidently touch it or someone else notices it.
It might happen with a slight itch to it. No big deal.

Tattoo Raised

My tattoos do that from time to time. Apparently, its from the bit of scar tissue that built up, and its just slightly irritated. Unless the area hurts badly or is bright red in color, I wouldn't worry about it too much.

Its normal, it happens when you get a tat in a very sensitive spot-it rises and then lowers itself again, your skin it just gettin use to what just happened, you'll be fine I have 4 tats 3 of them did the little rises thing and nothing bad happened so its normal!

what causes it is most likely the ink reacting to sun exposure. Black and red are commonly affected by sun, and because its on your neck no doubt you dont put any sunscreen on it and it gets constant sun exposure causing it to swell. Its nothing dangerous and is perfectly normal.

I have been told that it is an allergic reaction to the ink.
