Yes, for horse races. They're called Off-Track Betting. There are some in Manhattan. Link is below.

Yes, they're called the Offcourse Totalisator Board. Just ask a cop where the nearest branch of the OTB is. Good luck!

I'm sure there are but as gambling in any state other than New Jersey or Nevada is illegal, they may not be easy to locate.
