The RCMP is actually the best agency to report it to... Depending on the crime, CSIS might be a good bet, but they'll probably refer you to the RCMP...

I believe the RCMP handles fraud?

If its a hate crime you can also report to some lobby groups

One would think that the RCMP would handle fraud until you phone them up and you are told to call an 800 number that has nothing really to do with the RCMP except that this number records your conversation and if there are enough complaints then they contact the RCMP. In other words don't waste your time reporting possible fraud.
