You need an upgrade CD if you want to install Vista. That never will be free.
But, at this moment, there are hardly any pre's compared with XP.
Vista: if security holes for W98 still were being plugged, and new versions like DirectX were supported on W98, there wouldn't even be many pre's compared with W98.
The biggest con's with Vista compared with W98 would be huge slugginesh, huge and huge amount of files, overkill, more lock-in, huge specs of the hardware, etc.
If your XP is running fine, there's really no reason right now to upgrade. On the long term however, you have no choice. About 80% of new PC's ALREADY have Vista right now, and new software (like Direct10 games) will only work with Vista. Let's all applaude M$ lock-in strategies! :oP
If you want to pay bigtime for eyecandy, then go ahead. Otherwise, you're too early.

If you bought your windows XP within the last 2-3 months i think you might be eligible for a free upgrade to windows vista if not then you have to pay for it!!!

if you want, you can download a complete new version of Window Vista from websites or Bittorrent
and since you build your own computer i think you will know what bittorrent is

Nope, its not free at all. The cheapest you can get is the home basic version for $100.
