Building engineers are also sometimes called a structural engineers. They work with architects to ensure the structural integrity of their designs to make buildings safe and structurally sound for public use.
Civil Engineers deal with designing massive plans for highway systems, bridges, city street designs (stoplights, number of lanes, intersections/interchanges, etc), city sewer systems, gas and water supply and so forth. All the streets, highways, roads and public utility systems in your community were set up by civil engineers.
They both require at least a 2-year degree to get started but I'm pretty sure that most the most lucrative positions require a Master's degree. As far as basic engineering science goes, most of that would apply to a building engineer. But both professions would need a background in engineering science.

A building engineer is more about the building in terms of architecture and a civil engineer is a broader disciplined person who deals with infrastructures such as roads, buildings, bridges and their interrelation with each other.
So- one is specialised and the other is able to look at a wider range of engineering issues.
As to who needs more experience- not really one I can answer! I would prefer if ALL our engineers were REALLY clued up! LOL! Nothing scarier than a building engineer who only looks at the building and not the infra-structure and a civil engineer who doesn't know the difference between two different types of wall ties!
More likely to get the job? Hmmm- depends ON the job. Horses for courses!
Are you asking because you are considering a career in engineering? If so- try them out! Most engineering courses begin with a general overlook into the broader subject and you would soon find your preference from the materials addressed.

Architecture is a design based science. Architects design the exterior/and sometimes the interior of a building. They try to make it aesthetically pleasing to their client. Civil Engineering involves the "guts" of the building. Civil Engineers do everything involved to make the building. They will test the soil under the building to insure the building won't shift. They design the foundation that holds the building. Calculations on what material is needed to build the structure are done by the engineers. Structural analysis of the buildings members(i.e. the slabs, beams, columns, girders, etc.) are conducted by the engineers. Even math modeling of the plumbing systems are done by civil engineers. Civil Engineers make sure the structure is safe.

I have to agree with Stan.
A building engineer is usually the head of maintenance for a building. He may or may not be a degreed engineer.
A civil engineer is a degreed engineer and would need more engineering science experience.

A civil engineer can be a building engineer, but a building engineer could be his specialty. A civil engineer could also be designated as building engineer according to his job description...

building engineers focus only on building buildings. civil engineers have broader coverage,soil-materials testing-structural design-hydrology-highways.. that's why they should have a specialization in order to get a more high-paying projects.
