I think researchers do know what is causing the greater number of non-familial cases, but it is not financially in their interest to inform the people. If you read the existing research they say they know what is causing the greater numbers.

Who is expecting this upswing? Judging from your previous questions and answers, you agree with the theory that older fathers increase the risk of having a child with autism. (My brother's two autistic children were born when he turned 36 & 40.)

If increased paternal age is a contributing factor, then we can't stop the upswing because we can't force men to get vicsectomies at age 35. We can spread the word, though.

The scope for diagnosing autism in particular has greatly widened in recent years. As a result, you are looking at what seems to be an upswing. If you look at the data closely, there is a consistent rise amongst all age groups. This is a result of including these people who formerly went undiagnosed. As more of these people are included, the trend will continue upward until it levels off. After that, the numbers should be fairly consistent year to year and much more accurate. It's not that more people are suddenly becoming autistic-just that the autistic spectrum now includes some of those people who were always considered "a little weird."

Because there has not been enough funding for research to find out what causes Autism in the first place.
There are several ideas. Murcury in MMR vaccine, environmental issues, genetics, even poor parenting!
Until politicians realize this is a wide spread epidemic that will eventually effect everyone, we as parents will have to advocate for our children ourselves.
Examples: No one cared about Parkinsons Disease until Micheal J. Fox was diagnosed.
No one cared about spinal cord injuries until Christpher Reeve was afflicted.
