Many steroids are legal. Alot of prescription drugs are steroids. The most commonly precsribed are SAID's (steroidal anti inflammotary drugs), which are used in the treatment of asthma (such as prednisolone) and muscular-skeletal diseases, such as rheumatoid arthritis.

I assume you are performance enhancing steroids, such as those used by athletes. Again, many of these are legal, however the sports governing bodies consider their use to give an unfair advantage over competitors not using them. Also, prolonged use of steroidal treatments can have adverse effects on the body, and it is for this reason that their prescription is tightly controlled and monitored. You should not use steroids unless under the guidance of a doctor.

Steroids are legal by prescription. This is because there are specific medical diseases and conditions where the use of these medications can increase the quanity or quality (or both) of life in these patients. As with any medication, the healthcare provider and the patient evaluate the pros and cons of the use of the meds and decide which is of greater benefit to them.
