I know here in the US "physical relationship" is having sex. COuld be different there. Best bet is to ask her. Say " I know you were saying you didnt want a physical relationship and I want to know does that mean the same thing in Germany as it does here. I dont want to cross the line. Do you consider kissing a part of it or just making love." She should respect you for your honesty and your concern that you DO want to treat her right. If she says kissing is alright... GREAT! If she says it isnt.... guess you need to consider is this something you can handle.

What she may not want to do is to get involved sexually.
When the time is right, ask her if she would like to be kissed by you. Respect her wishes. It may be that she is worried that if she kisses you, that you will try to push it past what she wants to do. So, it may take some talking out of this situation. Find out what she is comfortable with and what you are comfortable with.
