I heard that there is a credit card which doesnot need requirement of judgment.I just doubt it a little,if you anything about it,please tell me!

open a secured credit card- this means you open a back account and put $ 500.00 in the account. They will issue you a credit card with a matching limit of your deposit. you can not take the money out of your bank account till you close the credit card.
if you have bad credit or no credit this is a good way to get going on your credit history

Go to walgreens and get the 'green dot' credit card.
No credit history, no credit checks
what you put in is what you get out!

judgement you mean pulling your credit report?
all of them do that
your best bet would be secured ( bank of america ) if you have a poor credit history
