Before you go there, you need to have a conversation with her. If she doesn't know who the heck you are and you ask her out. You're a complete stranger to her.
After the conversation, then you could ask her out
ways to do it:
1. call her and ask her
2. AIM her and ask her
3. give her a note
4. ask a friend to ask her
5. ASK HER YOURSELF
ways to ask:
1. say: hey im going to the movies this weekend. wanna come?
2. say: hey are you busy this weekend?
3. say something that has to do with the weekend.

Unfortunately the only way is to come right out and ask her. "Do you want to go and have dinner tonight." It is a scarey thing to ask a girl out Im sure. What is the worse thing that can happen? She will say no and you move on.

Sex is the overwhelming obsession of modern society. Sexual promiscuity is so unrelentingly stressed that anyone who does not appear to the highly interested in it is generally considered to be a crank. Social pressure induces people to try to maintain juvenile lustiness long after the sensual high of youth has subsided. Thus millions of people remain emotionally immature all their lives. It is a sick world.
Actual civilization teaches its members to sublimate their sexual desires for higher, spiritual purposes. Modern civilization exploits people’s sexual cravings, makes a business out of it, and sends people to hell by the millions.
Seeing all this, the Vaisnavas are sorry. If only people could understand this simple fact: We are all eternal servants of Krsna. Our sexual desire is simply a perverted reflection of our heart’s deepest longings to love Krsna.

Stacy, I'm going out to dinner this Friday night and I wanted to know if you would join me?
or
Stacy, I really enjoyed meeting you and would like to get to know you better. Let me take you to dinner on Saturday night .. wherever she wants to go (she may have you decide, so be prepared).
If she declines, it could be for several reasons, so dont be quick to take it personally. You may want to inquire (gently) if she would be available at another time and if she had an idea as to when she might be.
Hope this helps

If she's not some complete stranger, just talk to her normally. It'll work. If you've just seenm her but aren't really friends, or even talked.... then you're on your own.
