need to know if i am suppose to take out 1/4'' block of wood spacer from the outer perimmeter of the wall.

Yes you are. The purpose of the 1/4" space is to allow the floor to expand and contract with changes in temperature and humidity. If the floor was installed tight to the walls, or the spacers left in place, the flooring could expand and buckle.
