A year is 365.24219879 solar days. The modern (Gregorian) calendar has years of 365 days with a "leap year" of 366 days for those years evenly divisible by "4" - except for centesimal years (even hundreds) which is not a leap year. 2008 will be a leap year, but 2100 will not.

We don't, it's not possible unless you're using another calendar of another culture. We only get 365 0r 366 a year, nothing else.

Probably never. Leap year is 366 days in a year at most.

The next leap year is in 2008.
