The term 'moonshine' comes from distillers in the Kentucky/Tennessee area, who worked by moonlight to produce alcohol illegally--that is, without paying the proper taxes. Therefore, moonshine is by definition illegal alcohol. You can, however, buy similar types of alcohol, such as everclear, grain alcohols, and some vodkas.
As far as its proof, it can range widely. Someone could make a 40 proof moonshine if they really cared to. However, it is usually much higher, say 120 proof to 190 proof. 190 (or 95%) is the strongest alcohol you can make with distillation because the solution that evaporates first in the still is only 95% alcohol. You can make 100% solutions in a lab, but because alcohol is hygroscopic (it absorbs water from the air) it will cease to be 100% as soon as you expose it to the air.

Everclear is currently has the highest proof (190 proof). It's currently banned in Pennsylvania, Minnesota, Washington, California, Michigan, Ohio, Florida, Virginia and West Virginia due to the high percentage. An alternative to this could be Bacardi 151 (151 Proof - 75.5% alcohol by volume).

Look for "Everclear" grain alcohol. You can't buy it in some states. I know you can get it in Ohio and Tennessee. 190 proof, there's a warning on the label telling you not to drink it straight. It is quite mean. People actually buy it to clean paintbrushes and strip varnish.

I came back from Tennessee 4 weeks ago and I brought back Moonshine. I was told it was illegal. I was told it was 200 proof (100%) and that yes, it can be used just like rubbing alcohol.
I was also told that most people put a piece of fruit in it and let it stay for weeks.

No, you can't buy it legally. The proof (if it's made right), can start a car or a campfire. I drank it once.....never again. Ouch!
