A Simple and Straight Forward Answer:
God created mankind in general, He did not create Antheism. Thus He could not create Atheists, He merely created the people who have chosen Atheism of their own free will. Atheism/Atheist is a title not a person really. Also, Atheism as all other faiths/religions is man made. Atheism is a belief in no God or Creator, it is a choice made by the heart of a man and not merely an idea in his mind. It is a LITERAL choice to deny/dennounce the Creator God.

The better question would be "why did man create God" or better yet, "Why did man create the concept of a God who created man and then told man that if he doesn't believe he will go to Hell".That would be like baking a cake and then when the cake doesn't rise quite right you raise the temperature and leave the oven on for all eternity.

To live a natural life using reason and logic unhindered by an unnatural obsession with theological dogma and the afterlife. Paradoxically atheists come closer to the ideal that God would want for humanity than believers do.

I'm not so sure He "created" Atheists. They exist simply because He gave us free will. And with that free will, they choose to not believe in Him.

FREE WILL TO BE -
a. Atheists
b. Homosexual
c. Murderers
d. Catholics, Protestants, Muslims, Jews and any other religion you choose to warp you mind or control your behavior.
e. Free Will not to read the Bible for yourself and follow somebody else who maybe a fraud.
f. Free Will to follow the laws he handed down directly to Moses
g. Free will to follow the the path to salvation through the teachings and sacrifice of Jesus
h. Free Will to ignore (f & g) and get heaved into the pit of fire.
etc...etc...etc...

The best line of defense is "God wants children, not robots"... it's inadequate but sufficiently deep to confuse people long enough for them to lose interest in thinking about their religion for the day.
