I'm assuming there's a catch because I can't imagine them allowing thousands of women to really join for free.

It is a way to make you think you are getting something for nothing. A gym makes it's money on monthly dues, not joining fees. So they make a fee up, waive it, and suddenly you are saving money you never would have spent in the first place. It is just a simple marketing tool. No catch, just an idea to get you in the door. If the gym is good and the dues reasonable, join and enjoy it.
