My hubby told me that my colleague who likes to talk loudly, laugh all the time must have some kind of mental sickness. When my colleague starts making presentation in the meeting, he just starts clapping hands like a Monkey. My hubby said that this kind of person has some problems in his personal life.

I am a psychiatric nurse/counselor and I don't know of any mental illness which causes a person to talk loudly. Like some of the other people who answered your question said, he may be hard of hearing or just plain loud or just enjoying life to the fullest!

Could be, but then again could just be a happy go lucky person that really don't care what others think about him. He is going to live life to the fullest, and if you don't like it , he really doesn't care., cause it is his life, and he is enjoying it, and it seems not to be bothering anyone else. Some people are more louder then others, so it is really hard to tell if that person is mental ill. Plus what is the difference if he is mentally ill or has cancer, or the flu, or a bad cold. Nothing, they are all a illiness, and so why should someone that is mentally ill be looked at different like so many people like to do. Remember it is not your job or mine to be judgeing anyone, or saying what is normal and what is not.

I am loud but I am OK, i think.
My wife is always saying to me shhh, not so loud, etc etc.

That is that persons personality, He is holding down a job of some prestige, i should imagine.

He could be just nervous and/or excited at the same time.
