I would recommend the following institutions in India. They are the top three :

Banaras Hindu University ( Jyotish Shastri and Jyotish Acharya )

Rashtriya Sanskrit Sansthan, Deemed University having campuses across India.

Bhartiya Vidya Bhavan, Mumbai

Rajasthan Sanskrit University, Jaipur

About learning from books I'd say it is better to join a regular university, like one cannot become a scientist by reading popular science books.

Most regular courses in India require prior knowledge of Sanskrit language and there is also an age limit for admission. So you could join a certificate course instead if you are not eligible.

You could also study abroad at :
Kepler Institute, U.S.A.
Bath Spa University, U.K. ( M.A. in Cultural Astronomy & Astrology )
Centre for Psychological Astrology, U.K.

there are lots of beginners books. That's how I learned it.

be sure to get a total beginner's book, because if you get one that's a little advanced they start throwing too many new concepts at you too fast and then you don't feel like remembering all the info.

If you get a bare-bones beginner book, then you pick it up faster.
ALSO, the best way is to get your own chart and look up the definitions of the planets in the signs and in the houses in YOUR OWN CHART.

go to www.astro.com and plug in your birth data and it will tell you your info.

You can also download an an excellent freeware astrology program Astrolog 5.4 here http://www.astrolog.org/astrolog.htm
(It is better than some expensive astrology programs!)

Get your chart done by a professional. Read lots of books. Look at tons of charts. Read more books. Find a teacher and mentor by showing you are serious about learning. When the student is ready the teacher will appear. Astrology involves both left and right brain thinking. It isn't for everyone. Not everyone will get it. YA does not help much. It is mostly the blind leading the more blind. True knowledge is not valued here.

Astrology is complete phantasy. There is no force emmited from stars that is capable of effecting our lives in any way. Please read the article I am linking below, it sheds light on every aspect of astrology. Astrology is not real in any way, shape or form.
