cosmoline is like a thick grease put on the rifle to prevent rust. you would know if it is on the metal.. yes it needs to be removed.

It's a very good possibility. Any gun should be torn down for cleaning and inspection before shooting, especially semi-autos. Semi-autos have more parts that need thorough cleaning to work right. SKSs are easy to tear down. Automotive "brake clean" sprays can get to parts you can't and clean cosmolene pretty good. Make sure the gas port above the barrel is cleaned and open. Chinese & Russian SKSs have been around for a while and most have been cleaned correctly, but the only way to be sure is to disassemble and clean them yourself. That's standard gun safety.

some will some wont the best thing to do is clean any gun very well when you purchas it some times ive ran into used guns that someone has traded in because they thought it was broke but all it needs is a good cleaning

Maybe, maybe not. It's always best to assume that they do and give it (as with any used gun) a thorough cleaning before firing.
