Yep, this is Keratosis Pilaris. It's exactly like what I have on my arms, legs, and even torso, in the winter. It's a pain in the butt (yep, have it there, too!). It doesn't hurt, it's just bumpy and ugly. It often gets worse in the winter, when the air (and your skin) gets dry. Sun sometimes appears to help it, but that's mostly because the tan camouflages the redness.
Keratosis pilaris is a very common (and harmless, although annoying) skin condition. It is treatable, but there is no cure. For many people, it goes away on it's own once you reach adulthood. Unfortunately, mine has not disappeared. It's most common the back of arms and legs, although it can appear anywhere on the body except palms and soles of your feet. It's caused by an overproduction of keratin (the stuff that your hair and fingernails are made of). Instead of sloughing off as it's supposed to, it collects and makes tiny little plugs in your skin.
Many people use lotions that contain alpha hydroxy acid (glycolic acid or lactic acid, for more sensitive skin), or beta hydroxy acid (salicylic acid), and urea. These ingredients help break up the keratin plugs and prevent production of more. I've had really good luck using Neutrogena Skin Smoothing Body Lotion (I saw results in a week, and had nearly smooth arms in a month), but they've discontinued the product. I'm now trying Eucerin Plus (not regular Eucerin - only the plus contains the AHA and urea) - it isn't working as well, but I'll give it a chance. There are a lot of products out there specifically for this condition. You have to use the lotion daily, and if you stop using it, the bumps come back. Also, the AHA and BHA's will make your skin more sensitive to the effects of sunlight, so it's important that you use a sunscreen whenever you go outside.

it looks like heat rash or the start of chicken pox. it also could be a food allergy or something your touching. if that is the case of an allergy it can take days to go away untill the allergen gets out of your system. it could be anything if an allergy. if it itch's ask your doctor if you can use benedryl. it may make you sleepy but it works wonders by taking some of the inflammed rash down and halting the itching for a while. oatmeal baths help the itching to. there is also cream for rash's. i would check with your doctor on it. if your on medication it can be from that. also how long have you had it? any fevers with it or the gerneral blah sickness feeling? if any of that my guess is it could be chicken pox or measles. i don't know where you live but in wisconsin in my area there is an outbreak of what is called the fifth diesese also known as hand and foot. little children get it and it can be passed to grown ups easily. that starts out with a mark that looks like you been slapped then spreads as a rash and you get a fever and very sick. nothing to worry about if you had it already. before looking into anything serious though i would ask your doctor and possible search for a allergy. allergy tests are just various things scratched on your back and whatever you react to your allergic to. it is uncomfortable but worth knowing in the long run. i hope the best for you

Yeah I would see a dermatologist too. How old are you to have let it go this long?
It looks to me like it might be an allergy. I used to break out from soaps. Do they itch? Hurt?
