High commissions are in commonwealths, that is, where once British ruled countries, with High commissioner. Others have embassies with ambassadors.

High Commissioners are Ambassadors appointed by Commonwealth countries to other Commonwealth countries. The Commonwealth comprises of the UK, Canada, India, Australia, New Zealand, South Africa, Malaysia, Singapore, Nigeria and other countries around the world

They are synonymous. High Commissioners are used within the commonwealth communities, whiles outside the commonwealth countries, they are Ambassadors
