Irish Green Card?

i am a regustered nurse with Irish Nursing Bord, who is currently not in ireland got a job offer. In this case from where we
apply for Green card? Green Card is must to enter
ireland or the Creen Card we can secure once we reach
Ireland?

If its ok, that we can secure green card once we reach
Ireland, then what we need for a Visa to enter
ireland? A job offer from employer is enough or needs
a work permit from Irish Govt Dept?
