I don't think that anyone would find it very offensive if you wanted a wedding of only family and very close friends. In all honesty, a lot of people find the ceremony to be boring! Also, at almost ever wedding I've been to, I couldn't hear more than three words of the ceremony.

I would much rather be invited to the big celebration party afterward! :)

It's perfectly simple. You specify just this on the invitations: that you are having a private wedding with just immediate family but you would be thrilled if the invitee could join you for the reception.

at the end of the meal and when the dance starts, put away all the food expect for the sweet treats, people wont be expecting to eat at the dance perhaps just pick up a goodie or two but nothing big, they would of already ate dinner by then. If there is a lot of food left over than leave it all out, its better to go than to have to waste it all later. For the drinks, there should be a bar that others will be making money off of that has nothing to do with you, you can have a few bottles of champange for each table or whatever you would like as well as some no alcohol drinks, but when it runs out than others will have to go to the bar for a drink and pay the money or just stop drinking.

Sure, if possible send out two different invites, one to the ceremony( I had just a family ceremony--where I had it was limited space and with the new in law family we filled that easily), then send out invites to the reception, make sure you include on the invite that due to limited seating at the ceremony site or something like that...make the reception fun so people don't feel left out on your special day.

you get married in your private ceremony, then on your invitations say something like you are cordially invited to a feast of love to celebrate the marriage of John and Jane Doe on ......Maybe at the reception you can have pictures displayed that were taken when you exchanged vows
