Idiomaticaly, (semi-slang) it can often mean improve. an example would be he saw his life was going down the wrong path and decided to turn around. On the other hand it can mean just face the other direction. BTW saying someone turned their life around is a very great compliment, one of the highest their is, because it is very difficult to do.

if your talking about turning your life around then yes you are improving your life
