DO NOT DRINK VINEGAR. That guy who recommended it is just being a jack*ss. Vinegar plus baking soda is the recipe for science fair volcanoes, it has a chemical reaction and "erupts."
Baking soda is nontoxic. Maybe try some milk, but you should be fine in the morning.

How much did you swallow? Baking soda by itself isn't poisonous, but too much of anything can be bad. Just keep on drinking water.

Weak acids are used on the skin as exfoliants, not bases as baking soda is. They are not used on the lips.

Keep drinking water.
Don't use baking soda for this. Try vaseline.

add two eggs, two cups flour, salt, two cups milk, shake like hell. and stick your head in the oven. bake at 400 deg for 20 minutes. then swallow the cake. you can drink some milk if it's a bit dry. just to help swallow!

The stuff isn't toxic (obviously!), but it will leave your throat feeling funny for a while. No particular treatment is either needed or useful; overnight should take care of it.

milk will help..
use vaseline and a toothbrush in a hot shower, next time.
drink water, after you feel better, because your dry lips are a sign of dehydration.
