Take something you do every day--walking to school for instance--and throw something completely insanely different at it--a dog you've never seen before starts following you. Once you've got that started, follow the premise all the way through by asking questions. Why is he following you? Who does he belong to? What will they think when they see their dog with this complete stranger kid? Don't go with the most reasonable answer--instead go with the weirdest answer.
