I am scheduled on UAL7477 CLE ORD tomorrow but it's been delayed by 3 hours for 'crew scheduling' reasons. There is another flight at roughly the same time with AAL but they won't book me on that flight. They say it's not available but it certainly is because I can purchase it myself (for $500 though). Is there anything I can do to get on that flight (besides pay myself). It will be awful if I'm 3 hours late.

You can do what one person suggested and block the AA flight yourself, but UA is not obligated to "RULE 240" a ticket (absorb the fare difference) unless your UA flight cancels.

It is always possible for the UA flight to cancel, so if you reserve the AA flight, DONT give them a credit card number. They will hold the reservation up to 30 prior to flight.

Try SouthWest airlines -- $247 into midway, then take the train to where you need to go. Or how about just taking an earlier flight on UAL? How did you learn that they'd have a sched prob TOMORROW? That's pretty much unheard of to be notified of a delay in advance.
