because there is no risk to the issuer since the cards have been paid in advanced, there is no credit , it merely same as cash basically, like a gift card.

Prepaid cards are not reported to the credit bureaus because there is no credit involved. They look and function as real CCs but prepaid means your spending your own money, not someone else's.

The name "pre-paid credit card" is very misleading because it's not credit, it's really a pre-paid debit card. It only allows you to spend your money the same way a credit card does except it's not credit, it's money you put in and draw against with each purchase.
