But I assume it is Neu Ulm, which is in Bavaria.
In Germany you need to register your place of living ... always, what makes it easy to find people. With adoption it is a little bit different, because the real parents can ask to surpress information.
With the complete name (all given names), date and place of birth a person can be identified in Germany uniquely. So the correct speling of the town is important.
If you have that info, write a letter to the "Einwohnermeldeamt" (inhabitants registration office) of the local local authority (Rathaus). If there is no surpression on the records, they can provide the details of her parents to you (usually you will have to pay a fee).
Alternatively try an advert in the local newspaper (Wer kennt ...), since a lot of Germans stick to their hometown, so your relatives either live there, or some people who know them will live there.

Markus003 hat Recht. He is correct, birth records in Germany are obtained by the City or County where birth happened. I am also believing that the city is Neu Ulm.

I am German, living near this city in Germany, but there seems to be a misspelling in the city name. You do mean the city near Mainz, Germany, don't you? There is a "Niederolm" (roughly translated Lower Olm) and an "Oberolm" (roughly translated Upper Olm). You should try and get in touch with the "Jugendamt" of the city, which might be able to tell you something about the birthmother. If you yourself don't speak German, please get in touch with your local Red Cross and ask them to get in touch with the German Red Cross. They are pretty good in finding missing persons.
