I can assure you this is a loaded question. Massive surges prior to the outage cause Chip erosion, carbon build up on Metal Oxide between the layers of N/P/N or P/N/P material. Each surge/outage creates an addition carbon spot until it breaches the N and P material. When that occurs there is a direct short between the two materials. If this type of short occurs the electronic devices ceases to function. If use of protective devices with MOV, SAD, plus tank circuits, and combined in a three-stage design will slow down the process of destruction. The protective devices will expire first eventually and the process of destruction will continue on the electronic components. Capacitance also plays a vital role in survival of electronics. 20 years ago, Analog and Digital technology or 1200 Pico-fared capacitance have slow rate of decay. Today we have SMT (Surface Mount Technology or Substrates originally coined) with less then (5) Pico-fared capacitance or density. Also response time is directly effected by capacitance as well. So if your protective devices have high capacitance, and your electronic device has a low capacitances, chances are your protective device is slower to come on for protection, while your electronic device terminates. So it is possible that out-dated old used up protective devices provide no protection what so ever. So it is fair to say that the survival of flat screen TVs and computers of today will not last as long as technology purchased and used 20 years ago with the same inflected trauma. I believe a more improved device such as AVR technology should be explored that would regulate the voltage and stabilize the high or low voltage issues. Also keep in mind that the voltage is not always the issue, rather the current has a much more destructive locomotive force that will create a thermal run-a-way on most electronic devices. It does not take much time to transfer the heat from current to melt solder, and cause a short on the PC board. Naturally your power supply would cook and burn. So AVR technology (automatic voltage regulators) solves this issue.
