take a screw driver and on the top of the steering column between the the wheel and the dash there should be a locking pin there. knock out the pin and your good to go.

Take the steering wheel off and remove the locking plate, then disconnect the transmission linkage rod so you can put it in neutral.
BUT IF IT HAS AN AIRBAG, DON'T DO IT UNLESS QUALIFIED AND IF YOU HAVE TO ASK YOU ARE NOT QUALIFIED!

You don't. at least not without undoing the whole column, and if it's a gm car, I can tell you it needs at least two special tools.
