Trust me you don't need reservations, unless you go during chinese new year(in 2 weeks). The main downtown road, the one all the night hawkers come out on and what I consider downtown, is Sanehanusorn Road. At the north end is the Regency( http://www.asia-discovery.com/Thailand/hat-yai/the-regency-hotel/ ). Online the prices are 1200TB a night, but you can haggle lower than that in person. The Lee Gardens( http://www.travelfish.org/accommodation_profile/thailand/southern_thailand/songkhla/hat_yai/7/1939/0?ord=0 ) which is pretty much right next door to the pink lady( http://www.pinkladyhotel.com/ ) has decent prices and you don't hear "the girls" roaming the halls all night(as at the pink lady hotel). The prices online say 1250 for the superior room, but I'm positive it is in the neighborhood of 650TB a night for the bottom rung room. The rooms in the Pink lady are VERY cheap, but quite noisey. The Sakura has pretty good massage facilities and the price is well within your budget but it is on the DEAD side of town, and the hotel is pretty crappy http://www.travelfish.org/accommodation_profile/thailand/southern_thailand/songkhla/hat_yai/7/1934/0?ord=0

You should be able to haggle the regency for 1000TB a night and it's well worth it compared to the other hotels. Good location, decent rooms(WITH A SAFE) very discrete staff, they recently started massages. Lee Gardens, Sakura, and Pink lady DO NOT have safes in the room. They do offer lockboxes, but it's pretty inconvenient to drag your wallet downstairs should you decide to have a guest for the evening.

Also as a side note, you do not want ANY of the hotels within a block of the river, that thing is downright NASTY.

One block over from the main drag is the "markets", plenty to keep you entertained all day. There's bowling, theaters, and quite a few other things to keep you busy. If you want to see a FANTASTIC beach, take a cab to Samila Beach. it's about 20KM from Hat Yai, but it is absolutely gorgeous and there is a seafood joint on the right as you get to the beach(there is only one right on the beach) with Crab, Shrimp, and a sunset that is awe inspiring.

You need not worry about this. There are many cheap accommodation within your budget there. You can do a walk-in and sometimes get a cheaper rate than on the net.

Hatyai will be good for shopping and eating. And to experience a bit of Thai culture in the Pink Lady there.

Enjoy yourself.

"You just put an 'X.' What's your first name?"

With Ellen now resembling the invisible man in disguise as a mummy, they boarded a train to Philadelphia, only to find that they would be sitting across from a close friend of Ellen's master, who had known her for years. Luckily he didn't recognize them.
