Because feminists have made compliments to attractive women taboo and everyone today is afraid of their own shadows, worried about litigation! The story about a woman scorned, especially those with no "assets".

sapper pretty much got it. for some, a lack of "assets" is more or equally appealing. but in most cases it's usually because society finds any comments on the subject socially unacceptable. it's looked down upon as insensitive impolite and sexist. i disagree, but still avoid it completely. it's not worth getting maced (which some people might do instead of acting like mature, civilised human beings that realize it's a compliment)
though i think the main reason men make such a big deal out of it is because women do. if they weren't so hidden and protected there wouldn't be such a high demand for them. then, people might compliment them more freely.

Because it's not considered polite. If you need compliments on your assets you could always ask,,but then that's probably not polite either.
