Are you supposed to introduce the older person to the younger first? I never can remember how it is supposed to be done.

Younger introduced to older. Compare titles, power, age, and how well you know the person, and the one with less, gets introduced to the one with more.
Mr. Smith, this Bill Jones, he works in purchasing. Bill, this is Mr. Jon Smith, the President of Smith Corporation.
Grandmother, may I present my fiance, Peggy Sue. Peggy, this is my Grandmother, Mrs. Adele Springer.
Always use titles, and say who the person is to you, or to the person recieving the introduction.
And in cases where everything is equal, or close enough that you do not want to chose, pick one and introduce. Might want to chose a less formal intro, if possible, in that case.

Generally, you introduce the "lesser" person to the "greater" person. Thus, you introduce a younger person to an older one, an employee to a boss, or a student to a teacher. Sometimes you have to weigh which factor is more important in a given setting (for instance, the younger boss of an older employee); that part is a judgement call.
