Well, I looked up 'Ruth' on Dictionary.com and it said that it means full of compassion. Since this question is in Law Enforcement I assume you mean undercover cops. Well, they are 'Ruth' (compassionate) because they want to gain your trust so they can bust you (if you are a suspect). But to do that, they must get your trust first. So they are 'Ruth' Like if they think you are dealing drugs or something, they want to gain your trust then they bust you for whatever they waned to gain your trust in.
