it means that ultimatly you cant make anyone do anything unless they want to. you cant make someone love you even if your the best gf in the world, you cant make someone learn math that doesnt want to : )

It means that the horse will make its own choice to drink or not. This is used to demonstrate the free will that humans have. We are given many opportunities to make good choices during our lifetime, but many of us, out of stubborness, will refuse those options.
