I believe that perhaps people think it is clever to respond in such a way. If the original poster has written their question in a way that is unintelligible, some posters do ask for clarification so that others may answer the question. These are the only two reasons I can come up with.

most of the times I respond with a question it is in order to show the asker how I approach the question, or to prove the inverse of their question.
For example: I respond to "Why do atheists not realize that Jesus loves them and that Christianity is the one true religion of God?".....with "How man people have been murdered in the name of Christianity in the last 2,000 years?"
