There is a free upgrade to Movie Maker 2.0 at microsoft.com. However, it does not improve the program much. There are dozens of better programs available (from as cheap as $30-40 dollars up to professional programs like Premiere that can cost several hundred dollars). They are all pretty similar in the way they work. And they are all as "slow" as Movie Maker when it comes to actually decoding the movie.
