I didn't send one from the US, but hubby had a pre-paid cell phone for a little while in Iraq. As the other person said, the reception pretty much sucked, it was hard to get calls through, the calls got dropped several times each time we tried to talk, and when he moved it no longer worked, but it was still nice to be able to talk to him. I had Vonage phone service at the time and they had the best international rates I could find. It was NOT cheap, but I could call him sometimes. I'd say the service member getting one there is best, that way they know if it will work at the base they are at.

As a soldier in the Army its very expensive to use a satellite phone and the smallest one I've seen is still larger than a adult hand. So if you dont mind the $$$ phone bill all power to you, otherwise, I use phone cards and email.

That would have been out of our budget, we just emailed them all the time (and they emailed back pretty regularly)
