If your lips are red it means your having more blood coming to them. Your chapstick may be irritating it, but if you used it before and didn't have a problem it may be your smacking your lips or touching them more than ussual. A beauty trick to get red lips is to pinch them or smack them together. It could also be an allergic reaction to a food. If it does not change in a week and it is really bothering you you could always see a dermatoligist. Good Luck!

try avoiding the chapstick etc. for a little bit, often, different products that we put on our lips change the natural pigmentation, so just give them a break for a few days.

Exfoliate by applying vaseline and softy "scrubbing" your lips with a baby tooth brush in circular motions. Be sure to keep your lips moisturized after that. Aquaphor is great for lips.

Simply wait 24 hrs after meeting me.
The redness will go, and leave a nice warm pink in it's place.

If you are feeling fluttery from a romance, your lips could be flushed from that.
