In reality, only one, but you need several key governmnet bureaucrats to deny that there is a problem with the original light bulb, a Director of the Agency to deny that anything is going wrong, a President of the United States to tell the Director that he is doing a heckuva job with the original light bulb, dozens of truck drivers to deliver the replacement light bulbs that will never be used and the townspeople will not allow anywhere near their residences because of the fear of increased crime, a TV news crew to cover the reality of the lack of the bulb being changed, morticians to bury the dead after the light bulb is found to have been changed far too late, lots of police officers to leave town and never return even though many heroic ones stick around, and a lot of other truly heroic people who continue to keep going in the face of the horrible disaster of the lack of a new light bulb that FEMA says was delivered... and never was.

Well, one to start out with, then they'd call an other person to do it with them, then they would have one to stand around and tell them what to do. Then if they start at lets just say 2:00am 2007 they should have it finished by 2:00 am 9999.

that's assuming you would still want a lightbulb months later from
the time yours burnt out..and forget a bright white bulb..it would be sooo covered in red tape you wouldn't notice the difference between the darkness you have become so accustomed to.

It all depends on whether it is a lamp or a ceiling light. To insert a light bulb downwards, they'll need help, but they are quite proficient at screwing up.

First of all they would need to know what a light bulb is and also know what a socket is. They are not very good in screwing things in.
