I know the government and energy corporations say that if you replace all your lights with fluorescents that it will save approximately 60% of your energy bill in watts every month. My question goes deeper, if everyone in a major city was to replace all incandescents with fluorescents would the power provider simply continue to produce the same amount of power and just sell it to other power companies in need of extra energy? Also is there any long term environmental impact of throwing away a fluorescent bulb with its chemical coatings versus a simple glass bulb with tungsten core?

Power is produced as it is consumed. It is not like there is a lot of extra electricity laying around. So, if you use less, they produce less. Also, you make a very good point. You are NOT supposed to throw compact fluorescent bulbs away in the trash. I called the 1-800 number on the box of bulbs I bought and they said that stores like Lowes and Home Depot will start collecting them within the next few years. Since these bulbs last 7-10 years, there is a lag between the time that they have arrived on the market and the time that they will start collecting them for recycling.

If adoption of fluorescents decreased demand for electricity, it would reduce the amount of power generated and reduce the emissions generated. Utilities can sell excess power - within limits. To be economical, it has to be used more or less locally - there are energy losses with transmission of electricity. The further it is "shipped", the greater the loss. Reduction in demand all across the grid (e.g. due to fluorescents) would reduce the need to generate electricity.

As to the relative environmental impacts of producing and disposing of fluorescent vs. incandescent bulbs, that is a good research topic.
