About these kinds of UAV i don't know the price, but at this time i have never heard about any kind of civil UAV's, so being a military technology you can't buy one.
But one is coming soon. Galileo Avionica(hold by Finmeccanica, the same of Mirach and C-27 used time ago by USAF) is developing a civil version of the prototype FALCO or of the (designed for military), that is a propeller-UAV of 350kg MTOW class, and a payload of 70kg, and endurance of 14 hours.
This will be used for aerial surveillance for fire and pollution detection, environmental disaster control and illegal immigration surveying, coast surveillance, search and rescue, up to targets identification. It's evident that this is designed for governative civil operators, like firefighters, police, forest guards, coast guard, civil protection, not for personal private use.
But you can build your "very low" technology UAV with a R/C model plane, you only need to put sensors(foto and video cameras, also in IR) in it and find a way to transmit data to the "ground station" where you are. The biggest difference is that is very difficoult(almost impossible) to integrate this with an automatic guidance sistem, especially if you want to control that from the ground. the radio controller will limit your range, anyway never farther than visual range unless you install a real-time forward-looking camera and you control your UAV using a monitor receiving images from the camera.

Yes, there are R/C video cameras and the like for civilians, but the major concern is range. Even though a TV camera is installed, you would soon fly out of range. About the only good use of that expensive system would be to fly over a nudist colony!
