What you need to do is
1. Run an anti-virus program. Example, you get a data miner virus, this will definitely slow your machine down running and closing down. All it does is basically, overloads the computer memory.
2. Then go to START, TURN OFF COMPUTER, then click TURN OFF. Wait around for the machine to turn off. You are then just in case you need to click the END NOW when it closes a program. I would wait 20 minutes. This should do it. Then you might want to reboot again before you get on the net or play anything to see if the problems arise again. They should not. My problems on mine seem to crop up with like leaving 20 windows open. lol I leave them open as with the firefox browser, it is so easy. But easier to answer questions. But shutting down with a bunch of windows takes time too. I find that shutting down unexpectedly like in a power storm or whatever, that the next reboot I will have problems. So now when it shuts down, and the power comes on, I just reboot, and then when it is finished, I reboot again.
Anyway back to your problem, Did you know you can put some 4Gb of memory in your machine. You just have to figure out what your board can handle the 533 or 677. With that much memory aboard you should have no trouble shutting down. Remember you want to buy 677 if you can. Do not buy generic. Usually the big companies sell their modules that fail their quality tests to other companies, then they sell them with another logo or whatever, to the consumer.
Seems your machine came with 1 Gb and then if you are REALLY using the computer that might facilitate the closing down problems.
Now just leave the machine alone for 30 minutes or so. You are there just to press the occasional END NOW on any windows that pop up.
Mine had the same problem. But my theory is that when I got 20 windows and start shutting down, I get problems. Now i shut the windows down BEFORE I hit the END NOW button. I guess it is windows trying to resolve all those programs down.
So if you have not added any memory let me know later and I can tell you what to put in. Reason: if your board can handle only 533MHz then buying anything higher is a waste of money. Just like trying to fill your 20 gal tank with gas, but trying to put 25 gallons in. Just a waste of 5 gallons. Go to and subscribe to pcworld.com and cnet.com. They are free and no gimmicks, but plenty of info like why not to buy a higher rated memory module for your computer and stuff like that.

Try using a virus scanner. They like to do nasty things like that. If you want to see if it is a virus keeping it from shutting down you can boot up in safe mode and try shutting down that way, if it shuts down in safe mode you have a virus.
To boot up in safe mode:
Turn the computer off...or in your case hold the power button down for 5 seconds.
When the Windows XP loading screen appears hit F8.
Choose Safe Mode
It will boot up. If it shuts down in Safe Mode, then there is a process keeping it from shutting down.
