A vague question but since it's in the immigration section...

... it is a complex process ... a lot of things have to happen:

1. The 250 million have to stop picking their own apples, washing their own underwear, cleaning their own dishes or mowing their own lawns.
2. When some of the 250 million try to hire others of the 250 million to pick apples or wash undies for them, the others have to refuse.
3. Some of the 250 million have to decide that, even though the 250 million agreed to laws about minimum wages, working conditions, withholding taxes and so on, they are only willing to pay less than the minimum with no benefits or protections or taxes collected for apple-picking, undie-washing and so on.
4. Because of 1, 2 and 3 above, the 250 million have to offer to hire 20 million outsiders, convincing them to enter the country and work, notwithstanding the very laws the 250 million passed to control immigration.
5. The offer made by the 250 million has to be directed to 20 million people from poor countries where the economy sucks so that the offer is hard to refuse.
6. The 250 million people have to agree that, although they have hired 20 million people to work here, 20 million who would gladly work within the law and pay taxes, those 20 million people need to be working outside the law so their wages stay low, benefits and protections non-existent, unions not joined, welfare and social security not provided and, if any of the 20 million get uppity or inconvenient, they can be deported.
7. The last and most crucial step. If the 20 million show up to do the work the 250 million want done at the price and in conditions set by the 250 million, freeing the 250 million to do other work and improve the economy, the 250 million have to decide that, decent economy and declining crime rate notwithstanding, their country has been defeated, occupied and destroyed by the 20 million underpaid, hard-working saps the 250 million coaxed here in the first place.

Not easy, but the 20 million can do it if they persevere.

In modern times there is no wins or defeats as it used to be in the dark ages, but generally speaking EVIL is the losing part throughout history.
IRAQ's losses are not necessarily the US's wins... neither the opposite.
20 million will not defeat the 250 million nor will a 2 million can defeat the 150 million on the long run.
your children and mine one day will attest to the truth i just revealed.

Weird question but the answer that comes to mind is: If there's a substantial technological advantage on the part of the 20 million. For example the Spaniard conquistadores and the American Indian population.

Convice a group of politicians in the country that has 250 Million that the war being fought against them is unpopular and they will get elected if they oppose it. Then take the time during this doubt to develop NUKES! NUKES can defeat alot people even in the hands of a few.

The odds are obviously against the 20 million but...

History has shown that this is possible; that is, these odds are not a death sentence.

To defeath a great number we must use: strategy, guile, deception, wit, and daring.

20 million hardened and determined people can defeat easily 250 million who are weak, soft, and who lack courage.

It depends a lot on who the 20 million are, and who the 250 million are. And, of course, how much cash each side has.

The 20 million don't stand a chance in hell.They may cause some havoc in the border states,but that's about it.Remember their easy to identify,profile and so on.The KKK and other groups have their number,their just quietly watching and waiting in the wings.The 250 million know the lay of the land,where to strike and when to strike and when not to do anything but patiently wait.Then there's guerrilla warfare tactics,x rangers ,seals special ops the 20 million will lose horrifically!

Stop believing that you have to defeat and realize that you need to vote for those who can come up with viable immigration reform. *edit* I am glad to see that jimi3bee realizes that anarchy will not work. He had me worried there for a while. ;)
Actually, his answer seems confused regarding the 20 million vs the 250 million. Perhaps that was a Freudian slip.

They can defeat us by team work. They work as a team and we do not. The majority of us have blinders on and do not see the big picture.

If something isn't done they will defeat us.
